POSITION SUMMARY:
The Policy Analyst researches and writes issue briefs, action alerts, fact sheets, articles and other materials related to Community Catalyst priority areas including Medicaid, private health insurance reform, medical debt and affordability of care, health care workforce, reproductive rights, and inequities in access to care. The policy analyst, in collaboration with state advocacy managers and other policy team staff, also provides support to Community Catalyst’s networks of state and local advocacy organizations. The policy analyst will work in close collaboration with Community Catalyst federal campaign team staff to facilitate timely communications to partners related to key policy issues and developments.
The below responsibilities are the key responsibilities for this position, however the scope of the job responsibilities are likely to evolve as the Director of Policy and Associate Director of Policy identify the best way to support and expand our policy footprint.
This position is included in a collective bargaining unit represented by a staff union, Community Catalyst United, and specific employment terms may be subject to a future Collective Bargaining Agreement.
Supervision:
The Policy Analyst is supervised by the Associate Director of Policy.
RESPONSIBILITIES:
- Monitor policy developments and provide policy analysis and research, including analyzing regulatory and legislative proposals, conducting key informant interviews, and reviewing reports and peer-reviewed literature.
- Write comment letters, issue briefs, fact sheets, blogs, and reports on pertinent health policy topics.
- Provide technical assistance and strategic advice to state and/or local advocacy partners on a variety of health policy issues.
- Present to a wide range of audiences on state and federal health policy developments as necessary.
- Participate in program design and development, as necessary.
- Maintain and develop relationships with collaborating national, state, and community organizations.
- Coordinate and collaborate with other Community Catalyst programs on crosscutting issues and participate on relevant teams as necessary.
- Be prepared to immerse themselves in new policy issues that may arise.
- Perform other duties as necessary to support the policy team and related programs.
QUALIFICATIONS:
- Bachelor’s degree plus 3 years’ experience or 5 years minimum of related worked experience or an equivalent combination of education and/or work experience
- Demonstrated ability to quickly learn complex areas of health policy, including providing legislative and regulatory analysis
- Outstanding writing skills with the ability to convey complex information in writing and orally so that it is easily understood by the public
- Strong verbal communications skills, including experience with public speaking, training, facilitating, and/or coaching
- Demonstrated commitment to social justice, health equity, racial justice, and working with a broad range of stakeholders
- Flexibility and ability to take on and identify emerging policy issues
- Experience and knowledge of the political process and its interface with health policy
- Strong leadership, relationship development and collaboration skills
- Strong organizational skills, including the ability to manage multiple tasks at once, respond to tight timelines, pay attention to detail, and operate independently and effectively in a fast-paced environment
- Ability to travel on average once a month (does not apply during the pandemic)

- Salary Range: $54,500 – $69,750

- Location: Flexible, can be based anywhere with the USA. If the employee is not based on the East Coast, flexibility in supporting different time zones may be required
