Ashley Blackburn

Policy Manager

As the Policy Manager at Community Catalyst, Ashley provides management to the cross-organizational policy team and staff to achieve the policy goals of the organization. She supports the policy team to consistently provide excellent service to our external partners as well as represent the needs and goals of those partners within the organization.

Ashley continues to provide support to our State Consumer Health Advocacy Program as a Senior Policy Analyst, working closely with state consumer advocacy groups across the country to expand health care coverage and implement the Affordable Care Act, with a focus on private insurance and marketplace policy issues.

Prior to joining Community Catalyst, Ashley served as a Legal Fellow at Health Care for All as a part of the policy team working on private insurance issues in Massachusetts. Before that, she worked as a Staff Attorney at the Ohio Legislative Service Commission, where she served as the primary Staff Attorney for the Insurance Committee of the Ohio House of Representatives during implementation of the Affordable Care Act. Ashley holds a bachelor’s degree in strategic communication from The Ohio State University, and a law degree from Capital University Law School.

Community Catalyst works to ensure consumer interests are represented wherever important decisions about health and the health system are made: in communities, courtrooms, statehouses and on Capitol Hill.
