State Highlights
California
The National Senior Citizens Law Center released a new fact sheet on the Cal MediConnect continuity of care protections. Dual eligible beneficiaries who enroll in Cal MediConnect plans have the right to continue to see their out-of-network providers for a certain period of time under continuity of care protections. The fact sheet summarizes these protections including: criteria needed to establish continuity of care, who can request continuity of care, exceptions and frequently asked questions.
Michigan
Alison Hirschel, Elder Law Attorney at the Michigan Poverty Law Program and leadership team member of the Michigan Voices for Better Health, developed a power point presentation to train advocates and service providers on MI Health Link, Michigan’s dual eligible demonstration project.
New York
The Medicare-Medicaid Coordination Office posted the evaluation plan for the Fully Integrated Duals Advantage (FIDA) program, New York’s dual eligible demonstration project.
Ohio
The Ohio Department of Medicaid (ODM) shared enrollment numbers at a recent MyCare Ohio Implementation Team meeting. As of February 2015, 68,262 dual eligibles were enrolled in MyCare Ohio. In addition to enrollment numbers, the ODM shared information on member grievances and appeals, provider grievances and claims data. The ombudsman also shared updates on top complaints received, the issues they are hearing and outreach efforts.
Texas
The Medicare-Medicaid Coordination Office posted the evaluation plan for the Texas dual eligible demonstration project.
Washington
The Washington Health Care Authority and the Centers for Medicare and Medicaid Services announced that they are cancelling the capitated financial alignment demonstration, called HealthPath Washington. The demonstration was slated to start in King and Snohomish counties in July 2015. This decision was prompted by the withdrawal of the Community Health Plan of Washington (CHPW) from participation in the HealthPath Washington program. The health homes managed fee-for-service model, currently underway in all counties except King and Snohomish, will continue.
