Dear Partners: 

As we cross over into September, we know that you continue to work to leverage the American Rescue Plan of 2021 (ARPA) to promote transformational change in your communities even as the pandemic disrupts daily life. Even though there is considerable flexibility in how to use the $350 billion in funding to states and communities, the funding allocation remains unclear. Working in this challenging environment requires creativity to ensure community voices are centered in decision making and distribution is equitable.

Advocates across the country are developing creative strategies to influence the use of ARPA funds. This toolkit illustrates how advocates can leverage ARPA funds to spur transformative change and address the unique needs of communities. We include examples of advocates’ innovation in organizing for ARPA funding in their respective states and communities. We also outline innovative tactics and best practices that may be particularly effective in this moment.

It's not too late for advocates to begin to engage on this issue. Many communities have yet to determine how to allocate these funds, which must be spent by 2024. For many communities, this is a significant pool of money that can be used to rebalance power and change material conditions for those especially impacted by the pandemic.
