State Highlights
California
The California Department of Health Care Service (DHCS) announced changes to its Coordinated Care Initiative (CCI) enrollment timeline. The first change is the CCI will not be moving forward in Alameda County. This will allow Alameda Alliance for Health – which had been the sole participating health plan for that county – to remain focused on getting into a healthy financial and operational condition, and transitioning back to local control. The second is that passive enrollment in Orange County has been moved to begin no sooner than August 2015” and opt-in enrollment will begin no sooner than July 2015. This change was announced to give CalOptima, the sole participating health plan in Orange County, time to address the issues raised in the Medicare and Medi-Cal (the state’s Medicaid program) audit conducted earlier this year, to achieve plan readiness and allow for appropriate notification of beneficiaries.
Massachusetts
MassHealth, the state’s Medicaid program, released a series of videos with stories of consumers enrolled in the One Care program. The stories highlight how the program is working for these consumers, who are enrolled in all three participating plans, Commonwealth Care Alliance, Fallon Total Care and Tufts Health plan – Network Health.
In other news, the Massachusetts Medicaid Policy Institute (MMPI) published an updated fact sheet and infographic on One Care, the Massachusetts dual eligible demonstration project. The updated fact sheet includes information on the risk sharing arrangement and a summary of the findings from the Early Indicators Project consumer survey. The infographic includes updated One Care enrollment by health plan, rating category, and geography as of October 1, 2014. Also included in the infographic is new data on disenrollment, rating category enrollment penetration and rating category enrollment within each One Care plan.
Michigan
The Michigan Department of Community Health (MDCH) published a brochure on the MI Health Link dual eligible demonstration project. MI Health Link is set to start in the Upper Peninsula and Southwest regions on January 1, 2015. The other two regions, Wayne and Macomb County, will start May 1, 2015.
In other news, on November 12, team members of the Michigan Voices for Better Health project, RoAnne Chaney and Alison Hirschel, presented on the opportunities and challenges of the MI Health Link program to the Michigan Society of Gerontologists in Lansing.
South Carolina
The Medicare-Medicaid Coordination Office posted the South Carolina Evaluation Design Plan for its dual eligible demonstration project.
Texas
