State Highlights
California
The California Department of Health Care Services (DHCS) released the latest enrollment numbers which show that 122,787 beneficiaries were enrolled in the Cal MediConnect dual demonstration project as of May 1. June and July pending enrollments are expected to add another 10,194 beneficiaries to the total.
Illinois
The Illinois Department of Healthcare and Family Services posted the latest enrollment numbers for the Medicare Medicaid Alignment Initiative (MMAI). As of April 2015, enrollment totaled 58,338 beneficiaries.
Massachusetts
MassHealth, the state’s Medicaid program, will host an open meeting to discuss the One Care demonstration on June 8.
Maryland
Health Management Associates’ Weekly Roundup reports that on May 15, 2015, Maryland Department of Health and Mental Hygiene (DHMH) issued a Request for Proposal (RFP) for the Development of Medicaid Integrated Delivery Networks (IDN) for Dually-Eligible Individuals. Proposals are due on June 18, 2015. The Medicaid IDN, which will be similar to an accountable care organization and will be piloted in a limited geographic area, with the possibility to expand statewide. The Medicaid IDN will work in tandem with Maryland’s innovative hospital modernization waiver (“All-Payer Model”), focusing on value-based, instead of volume-based care.
New York
Health Management Associates’ Weekly Roundup reported the latest enrollment numbers for New York’s Fully Integrated Duals Advantage (FIDA) demonstration is 7,215 beneficiaries with approximately 45,000 individuals have chosen to opt out of the FIDA program.
Ohio
On May 20, Cathy Levine, Executive Director of UHCAN Ohio, testified on behalf of Ohio’s Consumer Voice for Integrated Care coalition at the Ohio Senate Medicaid Committee on MyCare Ohio. In her testimony, Ms. Levine requested funding for three priorities: (1) an independent evaluation of MyCare Ohio (2) expanded capacity of the Office of the State Long-Term Care Ombudsman (3) promotion of self-direction or consumer directed care by ensuring that beneficiaries receive the hours they need and independent providers are paid a fair wage.
Virginia
The Virginia Department of Medical Assistance Services (DMAS) recently updated its enrollment dashboard for the Commonwealth Coordinated Care (CCC) program, the state’s dual eligible demonstration project. As of May 6, 30,877 individuals are enrolled in the program. More than 40 percent, 26,440 beneficiaries, of the 66,000 eligible beneficiaries statewide, have opted out of the demonstration. According to the dashboard, beneficiaries who opted out in April either preferred traditional Medicaid (46 percent) or wanted to stay with a provider who was not participating in the demonstration (35 percent).
